Estonian Customs regulations for pets and prescription drugs


Pets

Dogs, cats and ferrets must be identified by a tattoo or microchip, and have a health certificate or pet passport issued by a licensed veterinarian proving anti-rabies vaccinations. Non-vaccinated pets less than age 3 months may enter Estonia if they are clinically healthy, have resided in the same area since birth, have not been in contact with wild animals, are identified by a tattoo or microchip, and have a health certificate or pet passport. Because of a high incidence of rabies in Estonia, it is recommended that pets be vaccinated against rabies as soon as possible after age 3 months.


Prescription drugs

1. Prescription drugs for personal use

A traveller arriving in and departing from Estonia, may bring prescription drugs for personal medical use, or for use by accompanying pets. Without the approval of the Estonian State Agency of Medicines, a traveller may bring up to 5 different medication packages for personal use, each medication package containing up to 5 retail medication packets, and for accompanying pets up to 5 different medications, each medication package containing up to 3 retail medication packets.

Quantities of retail medication packets:

  • solid medications, up to 100 units
  • infusion and oral dilutants, 500ml
  • injected medications, 10 vials
  • skin medications, 200 ml or 200g
  • drugs, 100g

Medications must be wrapped in the manufacturer’s packaging. Psychotrophic substances for a two-week therapy, and narcotic drugs for a one-week therapy in required quantities may be brought to Estonia without approval by the Estonian State Agency of Medicines. The medications must include a statement by the physician, or veterinarian describing the reason for the course of treatment. For medications exceeding the allowable amounts, a special permit must be obtained from the State Agency of Medicines.

2. Sending medications by mail

Medications may be sent to Estonia by mail only between private citizens. A mailed package may include up to 5 unopened retail packets.

Quantities of retail medication packets:

  • solid medications, up to 100 units
  • infusion and oral dilutants, 500ml
  • injected medications, 10 vials
  • skin medications, 200 ml or 200g
  • drugs, 100g

Medications must be wrapped in the manufacturer’s packaging. If the mailed package exceeds the above quantities, a special permit must be obtained from the State Agency of Medicines.

The following are not permitted to be sent by mail:

  • narcotic and psychotrophic substances
  • medications containing narcotic and psychotrophic substances
  • blood and blood components
  • Also prohibited are:
  • mail-order sale of medications
  • mail or courier delivery of medications ordered through the internet
